Two reports tell about the conditions and experiences, one from taz journal (https://taz.de/Junge-Inder-in-Deutschland/!6094350/): young indians in Germany – the business with students tells about a case of a student and a similar study is depicted in a video by the „Deutsche Welle“: Exploited, burned out, indebted – Indian students in Germany pay a high price: https://www.youtube.com/watch?v=R0FH7mkW0-Y.

One student from India wanted to pursue a master’s degree in International Management at a private German university, he already had a bachelor degree and wanted to do this because of economic reasons. He got knowledge of this possibility by an indian recruitment agency called Up-Grad. A case which seems to be typical.

The entry for indian students to Germany in general is facilitated because of an agreement between Germany and India that makes it easier to get a visa (https://www.bmi.bund.de/SharedDocs/pressemitteilungen/DE/2022/12/abkommen-indien.html). By this way Germany wants to attract special qualified workforce that is lacking in Germany.

But there are several challenges students face when they decide to study in Germany. First of all studying at a private university costs money, at least 7000 Euro per year plus additional amounts for instance paying the agency. Apparently this does not go without a loan.

There are different reports of the quality of the studies of the private universities. Mostly they offer online and face to face classes. But not even all degrees at private universites are recognized in Germany. A careful examination is advisable. There are positive as well as negative voices if you search the internet.

Compared to a regular program at a German public university the classes are in English which of course makes it easier to follow the courses. There are also public universities that offer programs in English. However mostly German at an advanced level is required which prolongs the duration of study. It takes at least one year to reach this level. On the other hand at a public university there is no tuition fee and there is the possibility to apply for a scholarship. Some schools/universities even have set up special programs (https://www.htw-dresden.de/en/hochschule/aktuelles/translate-to-english-news/new-cooperation-with-india-in-the-electrical-engineering-degree-programme). Whereas on the one hand courses in English mean a low entry barrier this can be an obstacle later on if students want to get a job in the German labour market. Mostly German language proficiency will be required.

Another challenge is to get an affordable, decent accommodation. There is the risk of having to pay high rents for shared flats in poor conditions. Often students have to work and they get into low wage jobs that have nothing to do with their qualification, for instance delivery services. So that they can easily be trapped in a cycle of debt and exploitation.

These challenges and the pressure going with them might lead to a difficult psychological situation, making friends and enjoying social company for instance is difficult under such circumstances.

Universities offering study programs for international students should therefore also take responsibility and offer consultation and support. Politically it should be taken into consideration that attracting lacking workforce also means establishing supporting structures and information about conditions of studying in Germany. According to the mentioned reports this is not sufficiently the case.

In the end one of many questions that need to be answered is if it is possible for international students after they get their degree to work in Germany according to their qualification. Or might they even not want to stay in Germany, rather go back or to another country?

Moreover in a political climate which is driven by anti migration stances a successful and responsible handling of extensive international study programs cannot be expected.

Recently I came across the topic of international students entering private universities in Germany, especially from India.
